In order for the Central Intelligence Agency to fully accelerate innovation in Artificial Intelligence Technology, the Directorate of Operations and Directorate of Science and Technology at the Central Intelligence Agency created a detached directorate where there are organized groups of individuals/contractors who operate using Artificial Intelligence Technology with Central Intelligence Agency driven goals and objectives. The benefit for the creation of this detached directorate includes: (I) The ability for the United States to deny any involvement (II) The ability to operate using Artificial Intelligence Technologies (III) The ability to innovate using Artificial Intelligence Technologies The Central Intelligence Agency’s objective in this incident is to: Fabricate a Pattern of Activity of an Adversary operating within the United States in order to accelerate the proliferation of Artificial Intelligence Technologies. Fabricating evidence of an adversary allows for the following: (I) A compelling reason to fund Research and Development programs and projects based on the pretense of an adversary (II) The ability to say that the acts, incidents and events were perpetrated by an opposing group, nation, or entity. This is key since they operate illegally within the United States and innovate by committing illegal activities .
